EU Enacts 19th Sanctions Package Against Russia, Bans LNG Imports
The European Union has officially approved its 19th package of sanctions against Russia in response to the ongoing conflict in Ukraine. This new set of measures includes a significant ban on imports of Russian liquefied natural gas (LNG), as announced by the Danish presidency of the EU on October 22, 2023.
The approval follows the resolution of concerns from Slovakia, which was the last member state to voice reservations about the sanctions package. The Danish presidency confirmed that assurances from the European Commission regarding high energy prices and the impact on the automotive and heavy industries helped facilitate Slovakia’s agreement. “Consequently, a written procedure for Council approval has been launched. If no objections are received, the package will be adopted tomorrow by 08:00,” the presidency stated.
Details of the LNG Ban and Additional Restrictions
The newly approved LNG ban will be implemented in two phases. Short-term contracts for LNG imports will be phased out within six months, while long-term contracts will cease on January 1, 2027. This timeline accelerates the EU’s plan to end its reliance on Russian fossil fuels by one year compared to the previous roadmap set by the European Commission.
In addition to the LNG ban, the sanctions package imposes travel restrictions on Russian diplomats and introduces sanctions against 117 vessels associated with what is referred to as Moscow’s “shadow fleet,” primarily comprising oil tankers. This brings the total number of sanctioned ships to 558, reflecting the EU’s ongoing commitment to restrict Moscow’s revenue from energy exports.
The measures underscore the European Union’s determination to maintain a united front among its member states, even as they navigate the economic pressures stemming from the conflict. This latest round of sanctions serves to reinforce the bloc’s strategy in countering Russian aggression while seeking alternatives for energy supplies.
