Xie Yao Quan Embraces Deputy Speaker Role in Singapore Parliament

Mr. Xie Yao Quan has been elected as the new Deputy Speaker of Parliament in Singapore, a role he describes as both humbling and somewhat surprising. In an interview with Channel News Asia on September 22, 2023, he expressed his gratitude and acknowledged his relative inexperience, having only served as a legislator for two terms. His nomination, he believes, signifies the evolution of Singapore’s legislature, which is currently witnessing a record number of 32 new Members of Parliament (MPs) this term.

In discussing his role, Mr. Xie highlighted the importance of maintaining a balance between fresh perspectives and seasoned experience within the House. He will collaborate with Seah Kian Peng, the Speaker since 2023, and Christopher de Souza, who has held the Deputy Speaker position since 2020. Both Seah and de Souza have nearly 20 years of parliamentary experience, having first entered the chamber in 2006.

Mr. Xie emphasized that his appointment reflects a broader representation of society in Parliament, stating, “It is important because Parliament needs to stay ever relevant and an ever closer reflection of the society that it represents. And our society is constantly evolving.”

Balancing Roles and Responsibilities

The role of Deputy Speaker involves supporting the Speaker in overseeing parliamentary sessions and presiding over debates in the Speaker’s absence. Unlike the Speaker, Deputy Speakers alternate between their parliamentary duties and their responsibilities as backbench MPs. This dual role presents a unique challenge, particularly regarding impartiality.

Addressing concerns about potential conflicts of interest, Mr. Xie stated, “I am a government MP from the People’s Action Party (PAP). But I think it’s very clear to me, to everybody, to all members in the House… when we assume the chair, we take on the role of the chair.” He reiterated the necessity of impartiality in his duties as Deputy Speaker, regardless of his affiliation with the ruling party.

Mr. Xie also touched on his involvement in the PAP’s government parliamentary committees (GPCs), which focus on scrutinizing policies and legislation. As the GPC chair for social and family development and the deputy chair for national development, he clarified that these roles are party appointments. He assured that issues related to GPC portfolios would not interfere with his responsibilities in the chair.

Continued Engagement and Representation

When questioned about whether his new position would limit his participation in parliamentary debates, Mr. Xie expressed confidence that he would continue to engage actively. “I may not be the member that has filed the most questions or spoken on the most number of Bills or motions,” he noted, adding that he focuses on issues that resonate with his constituents in Jurong Central SMC.

His approach to speaking in Parliament is deliberate, emphasizing that he chooses to address topics that matter most to his constituents. “I make sure I craft my arguments carefully, and I’m able to represent the views of the people I represent faithfully,” he stated.

As he embarks on this new role, Mr. Xie looks forward to supporting the Speaker in fostering robust and inclusive debates that advance national interests. He will also play a key role in representing Singapore’s Parliament both domestically and internationally, aiming to engage various generations in understanding parliamentary functions.

In a lighter moment, Mr. Xie shared advice he received from senior colleagues: “Sit up straight in the chair,” indicating the importance of maintaining the dignity associated with the position. He acknowledged the practical challenge posed by the Speaker’s tall chair, humorously noting his slight frame.
