Philippines Faces National Protests as Corruption Claims Mount

In a significant political development, President Ferdinand Marcos Jr. announced on September 18, 2023, that the police would not obstruct a nationwide protest scheduled for September 21. This decision comes amid rising public outrage over allegations of widespread corruption in government infrastructure projects, particularly those related to flood control, as the country grapples with severe monsoon flooding.
Filipinos have been closely following congressional hearings examining graft allegations tied to state-funded flood control initiatives. The situation has intensified as many areas in Manila and its surrounding suburbs are experiencing severe flooding, undermining previous claims by Marcos regarding the effectiveness of these infrastructure projects. The president’s remarks come at a time when the public’s frustration is palpable, particularly among university students and activists who have mobilized for protests.
Public Outcry and Historical Context
The upcoming protests are set to coincide with the anniversary of the declaration of martial law by Ferdinand Marcos Sr., the president’s father, whose regime was marked by extensive corruption and human rights abuses. The late dictator is estimated to have misappropriated billions from state funds during his two-decade rule, further fueling public anger.

The president acknowledged the people’s anger and stated, “If I wasn’t president, I might be out in the streets with them. We should all be angry because what’s happening is not right.”

This commission, led by former Court of Appeals Justice Andres Reyes, is tasked with uncovering wrongdoing and holding officials accountable for their actions. The controversy surrounding flood control projects has already led to significant political repercussions, including the resignation of the public works secretary. An internal audit revealed alarming patterns, showing that out of ₱545 billion (approximately $9.54 billion) allocated since 2022 for flood control initiatives, many projects were either poorly executed or, in some cases, did not exist at all. Reports indicated that 15 out of over 2,000 accredited contractors received 20% of the total budget, further raising eyebrows regarding potential collusion and mismanagement.
In response to the unfolding crisis, Marcos’ administration has taken steps to ensure accountability. The new commission is empowered to summon government officials and recommend criminal charges against those involved in fraudulent activities. Marcos’ commitment to transparency aims to restore public trust, as many citizens demand answers and action regarding the corruption allegations.
The military and national defense department have also weighed in, warning of potential “politically motivated attempts” to exploit the situation for unrest. They reiterated their non-partisan stance, urging the public to trust democratic institutions and seek change through lawful means. “The strength of our Republic rests on the rule of law and the unity of our people,” stated Defense Secretary Gilberto Teodoro alongside military chief General Romeo Brawner.
As the nation prepares for the protests, the implications of public discontent remain significant. The upcoming demonstrations could set the stage for a pivotal moment in Philippine politics, reminiscent of past movements that reshaped the country’s leadership.
