Shenzhen Celebrates 45 Years with Innovative Cross-Border Model

On August 26, 2025, Shenzhen marks the 45th anniversary of the establishment of its Special Economic Zone, showcasing its evolution as a hub for innovation and collaboration. A model described as “Hong Kong’s Brains, Qianhai’s Muscle” is emerging in the Qianhai district, linking cutting-edge research from Hong Kong with the industrial capabilities of Shenzhen, driving advancements in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).

Innovative Ecosystem Fuels Entrepreneurial Growth

Qianhai serves as a critical engine for innovation, transforming academic theories and international research into practical applications. This synergy is exemplified by the Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub, which celebrated its 10th anniversary in 2024. To enhance support for start-ups, the hub introduced the “1510 Development Model,” offering entry at just HKD 1, a HKD 500 million fund, and 100,000 square meters of industrial space. By July 31, 2025, the hub had incubated 79 national high-tech enterprises and attracted 535 teams.

This vibrant environment is drawing Hong Kong’s young entrepreneurs, who are creating success stories that transcend traditional business models. Among these is Elvis Yu, founder of INSPRO, which addresses global protein shortages through an innovative bioconversion system that turns organic waste into high-value protein. Since establishing its base in the E-hub in 2020, INSPRO has leveraged Qianhai’s resources to build a 40,000-square-meter smart factory, processing 30 metric tons of organic waste daily, with products now exported to North America.

Another notable company, i2Cool, originated from a team at City University of Hong Kong. The company adopted a unique model of conducting research in Hong Kong while commercializing its innovations in Shenzhen. In just three years, i2Cool developed green cooling solutions that cover an application area exceeding 400,000 square meters.

Supportive Policies Enhance Business Viability

Prevision, an AI-powered visual inspection company founded by researchers from the Hong Kong Applied Science and Technology Research Institute Company Limited (ASTRI), recently relocated to the E-hub. Attracted by the innovative “1510 Development Model,” Prevision is utilizing Qianhai’s support mechanisms to reduce operational costs and enhance research and development.

The success of these companies is underpinned by Qianhai’s comprehensive support structure. A full-chain legal service system is in place to assist businesses with intellectual property rights, while a cross-border data verification platform ensures compliant data flow between Shenzhen and Hong Kong. These frameworks facilitate seamless integration between the two regions, paving the way for enhanced collaboration.

As Qianhai continues to strengthen its position as a leader in cross-border innovation, it is becoming a vibrant hub for professionals from various fields. Registered architects, tax consultants, and tour guides from Hong Kong and Macao can practice in Qianhai without the need for qualification exams in mainland China, fostering a diverse professional landscape.

Universities in Hong Kong and Macao are also receiving support to establish incubation institutions and funds, accelerating the commercialization of research outcomes. The establishment of the Qianhai Shenzhen-Hong Kong International Legal Services District further ensures alignment with relevant regulations, protecting the rights and interests of cross-border enterprises.

Qianhai is not merely a land of opportunity; it is evolving into a dynamic stage where global innovators can thrive. The district embodies characteristics of “Hong Kong flair,” international appeal, coastal charm, and modernity. As connections deepen and policies evolve, the future of cross-border innovation in the GBA is gradually materializing, driven by the entrepreneurial spirit and collaboration between Shenzhen and Hong Kong.
