South Korea Seeks Arrest of Ex-PM Han Duck-soo Over Martial Law
South Korean prosecutors have filed an arrest warrant for former Prime Minister Han Duck-soo, alleging that he assisted ex-President Yoon Suk Yeol in declaring martial law in December 2022 and subsequently provided false testimony in court. The warrant, submitted on August 24, 2023, is currently awaiting judicial review, and if granted, would mark a historical moment as it would result in both a former president and a prime minister facing imprisonment for the first time in South Korea.
The charges against Han, who is 76 years old, include aiding in insurrection, perjury, fabricating official documents, and damaging public records. During a press briefing, prosecutor Park Ji-young emphasized Han’s role as a significant state figure, stating, “As prime minister, Han stood as the foremost state institution guaranteeing the president’s duty to safeguard the nation and the constitution.” This assertion underscores the gravity of the allegations and the expectations of accountability for high-ranking officials.
Yoon’s controversial martial law declaration on December 3, 2022, involved the deployment of armed soldiers to the National Assembly. The declaration was quickly opposed and voted down by opposition members, which led to Yoon’s impeachment. In April 2023, the Constitutional Court formally removed Yoon from office, ruling that his martial law declaration violated the constitution—a historic ruling, as it marked the first such declaration in over 40 years.
Han Duck-soo’s political trajectory has been significant. Initially seen as a strong candidate within the conservative bloc to succeed Yoon, he assumed the role of acting president after Yoon’s ousting. However, Han resigned in May 2023 to pursue his presidential aspirations, which faltered when Yoon’s party declined to nominate him as its candidate.
The arrest warrant for Han also highlights the broader political turmoil in South Korea, where former First Lady Kim Keon Hee is currently imprisoned on charges related to stock manipulation. This series of legal challenges facing prominent political figures has intensified scrutiny and debate over governance and accountability in the nation.
As the court prepares to review the warrant, the implications of this case could resonate deeply within South Korea’s political landscape, marking a pivotal moment in the country’s ongoing struggles with leadership and integrity. The outcome will not only affect Han but could also influence the future of political dynamics in South Korea.
