Zelenskyy Reshuffles Ukraine Security Leadership Amid Ongoing Conflict
Ukrainian President Volodymyr Zelenskyy has removed the head of the country’s security service in a significant reshuffle of key intelligence positions, marking another notable shift as the war with Russia continues into its fourth year. On January 5, 2025, Zelenskyy announced the departure of Vasyl Maliuk, who has garnered acclaim for his leadership in operations against Russian forces.
In a social media post, Zelenskyy thanked Maliuk for his service, sharing a photograph of their handshake. Maliuk confirmed his resignation as the head of the Security Service of Ukraine (SBU) but stated he would remain within the organization, focusing on “world-class asymmetric special operations that will continue to inflict maximum damage on the enemy.”
This change comes amid speculation about Maliuk’s position, with several senior military officials expressing their support for him over the weekend. The SBU has conducted numerous audacious operations against Russian targets since the onset of the invasion in 2022. Notable actions include the assassination of a senior Russian military official in Moscow and multiple attacks on the strategically important Crimean Bridge.
Context of the Leadership Change
The leadership shake-up follows a recent corruption scandal that led to the resignation of Andriy Yermak, once a close ally of Zelenskyy and the president’s chief of staff. In a series of changes aimed at stabilizing his administration, Zelenskyy has also appointed Kyrylo Budanov, a well-regarded military intelligence chief, to lead his presidential office. Additionally, the president has signaled intentions to replace Ukraine’s defence minister.
As part of the transition, Zelenskyy has appointed Yevgeny Khmara, who previously led an SBU division, as the acting head of the security service while a search for a permanent successor is underway.
Maliuk’s tenure at the SBU was marked by bold initiatives, including Operation Spiderweb, a significant offensive launched in June 2025. This operation involved drone strikes on Russian military assets deep within the territory, showcasing the SBU’s capability to execute complex and high-stakes missions.
Zelenskyy’s latest moves reflect ongoing efforts to reinforce Ukraine’s intelligence and military operations as the conflict with Russia enters a critical phase. The president’s focus on maintaining a robust security apparatus is crucial as Ukraine continues to face persistent threats from its neighbor.
