Pentagon Chief Strengthens US Ties at ASEAN Defense Summit

The United States Secretary of War, Pete Hegseth, engaged in a series of strategic discussions with defence counterparts from China and India on October 31, 2023, during the Association of Southeast Asian Nations (ASEAN) defence summit in Kuala Lumpur. These meetings are part of Washington’s efforts to bolster its influence and enhance regional security ties in a rapidly evolving geopolitical landscape.

In his meeting with China’s Dong Jun, Hegseth emphasized that the US would “stoutly defend its interests” in the Indo-Pacific region. He expressed concerns over China’s activities in the South China Sea and around Taiwan, issues that have been a source of escalating tensions in recent years. Hegseth also highlighted the significance of a newly established 10-year defence cooperation framework with Indian Defence Minister Rajnath Singh, calling it “a cornerstone for regional stability and deterrence.” He remarked, “It’s a significant step for our two militaries, a roadmap for deeper and even more meaningful collaboration ahead.”

These discussions took place against a backdrop of heightened tensions, particularly following former President Donald Trump‘s recent statement urging the US military to consider resuming nuclear weapons testing. The ambiguity surrounding Trump’s comments has left officials puzzled about whether he was referring to testing nuclear delivery systems or actual nuclear devices, which would break a 33-year moratorium. Hegseth declined to clarify these remarks when pressed by reporters at the summit.

ASEAN Secretary-General Kao Kim Hourn reiterated the bloc’s consistent opposition to nuclear weapons, emphasizing its commitment to establishing a nuclear-free zone in Southeast Asia.

Hegseth’s visit to Southeast Asia reflects a broader strategy to counter China’s assertiveness in the region. During a discussion with ASEAN leaders, he reaffirmed the US commitment, stating, “We are with you 100 percent and intend to be a strong partner for many generations.” The US maintains a defence pact with the Philippines, which includes numerous annual military exercises and access to some bases, alongside similar partnerships with Thailand and Indonesia.

Strengthening Alliances in Southeast Asia

In a series of posts on social media, Hegseth outlined his discussions with various ASEAN defence ministers, highlighting the longstanding alliance with Thailand and describing Indonesia as “an anchor of regional stability.” He specifically addressed the US’s strong defence partnership with the Philippines during a meeting with Philippine Defence Secretary Gilberto Teodoro, stating, “We will work relentlessly to re-establish deterrence in the South China Sea and advance our alliance.”

China’s claims over the South China Sea continue to provoke tension in the region, with Beijing asserting sovereignty over almost the entire area, which overlaps with the exclusive economic zones of Brunei, Indonesia, Malaysia, Philippines, and Vietnam. The Chinese government has deployed a coast guard fleet to enforce these claims and has engaged in confrontations with Philippine vessels. In response, Chinese Defence Minister Dong stated that China would collaborate with its neighbors to “make the shield of common security even more solid,” promoting regional peace and stability through “practical actions.”

The outcomes of Hegseth’s discussions at the ASEAN summit highlight the US’s strategic imperative to strengthen partnerships and enhance deterrence in a region marked by increasing competition and complexity.
