Europe Takes Strong Stance Against Trump’s Greenland Ambitions
United States President Donald Trump has intensified his pursuit of Greenland, asserting that his exclusion from the Nobel Peace Prize last year has freed him from prioritizing peace. Speaking on January 19, 2024, Trump expressed his determination to annex Greenland, which he deems essential for US national security. This assertion comes amid a backdrop of recent military actions in Venezuela and the interception of a Russian-flagged oil tanker in the North Atlantic.
A meeting on January 14 between US, Danish, and Greenlandic officials yielded no consensus, highlighting a growing rift. In a clear display of commitment to Arctic security, European nations deployed small military contingents to Greenland, an autonomous territory of Denmark. This action serves both as a reassurance of European resolve and as a warning to Trump that his ambitions might be crossing a critical line.
Implications for US-European Relations
Europe’s firmer stance on Greenland does not signal an imminent conflict between the US and its NATO allies. However, it indicates a shift in the dynamics of the transatlantic alliance. In response to Trump’s threats to impose a 10% tariff on goods imported from eight European nations deemed obstacles to his Greenland ambitions, the European response has been swift. Leaders, including Italy’s Giorgia Meloni, have stated that such tariffs would be a mistake, emphasizing that Europe will not be coerced.
The European Union (EU) has prepared potential retaliatory measures, with up to €93 billion (approximately US$109 billion) in tariffs on US goods already on standby. These were drawn up in response to Trump’s previous tariffs. The pause on their implementation ends on February 7, raising the prospect of escalating trade tensions.
While Europe may face challenges in a trade war due to its reliance on US imports and exports, it possesses significant leverage. The EU’s “anti-coercion instrument,” initially designed to counteract China’s economic strategies, could provide Brussels with tools to limit US access to key European markets and contracts.
Reasons Behind Europe’s Resistance
Europe’s current approach reflects a broader strategy to confront Trump’s ambitions. The previous tactic of placating the US president appears to have lost its effectiveness. European leaders recognize that they cannot prevent a determined US president from pursuing his goals, but they are unwilling to accept a narrative of mere cultural misunderstandings.
Part of Europe’s strategy may involve buying time. As the mid-term elections approach in November, the focus may shift for Trump, potentially steering him towards conflicts viewed as easier to justify domestically. This shift could allow bipartisan opposition within the US to strengthen against his Greenland plans.
Ultimately, Europe seeks to assert that any security concerns regarding Greenland should be addressed through NATO, rather than unilateral actions by the US. The ramifications for the US of pursuing its agenda independently could include a weakened transatlantic alliance, which would hinder its global competitiveness, especially against China.
While Trump may remain resolute in his ambitions, Europe’s actions signal a growing determination to assert its own interests, paving the way for a more independent approach that could reshape future relations. As such, a stronger Europe may eventually prove attractive to Trump or his successor in the 2029 elections.
Stefan Wolff, Professor of International Security at the University of Birmingham, emphasizes that Europe’s response is not merely about Greenland; it reflects a broader understanding of the need for a united front in the face of unilateral actions from the US.
