Investigators reported that many projects were substandard, poorly documented, or entirely fictitious. Disturbingly, it was discovered that only a small number of contractors received a disproportionate share of the budget, raising serious questions about the distribution of public funds.

The ongoing crisis has already led to the resignation of the Public Works Secretary and a suspension of all bidding for local flood control projects. The newly appointed secretary has vowed to blacklist any contractors involved in fraudulent activities, responding to public outcry for accountability.
