Kim Jong-un Achieves Highest Public Engagement Since 2016

North Korean leader Kim Jong-un has made a remarkable 131 public appearances in 2025, the highest number in almost a decade. This increase reflects his intensified diplomatic efforts and direct oversight of a five-year national development plan. Data released by the Korea Institute for National Unification indicates that Kim’s public engagements rose from 118 by the end of November to 131 by December 27, 2025.

This year’s total surpasses last year’s count of 127 and ties with the previous high of 131 appearances recorded in 2016. Notably, the number of public activities has rebounded since dipping to a low of 55 in 2020, during the height of the COVID-19 pandemic. The increase in public appearances is seen as a strategic move by Kim to expand his diplomatic reach and to ensure the effective implementation of the national development initiatives, which conclude this year.

Details of Public Engagements

Among the 131 public activities, 30 were related to public ceremonies, 23 consisted of on-site inspections, and 21 were military-related events. Kim has particularly emphasized his “Regional Development 20 X 10 Policy,” frequently visiting construction sites and inaugurating facilities built under this initiative. Despite the focus on development, Kim’s military engagements have decreased; 21 military-related activities were recorded this year, down from 31 in 2024.

A significant highlight of Kim’s public activities was his participation in a grand military parade in Beijing in September 2025, marking his debut on the international diplomatic stage alongside other world leaders. Throughout the year, he also held five rounds of summit discussions with key figures, including Russian President Vladimir Putin and Chinese President Xi Jinping, as well as engaging with leaders from Laos and Vietnam.

In addition to these high-profile meetings, Kim hosted high-ranking foreign officials on ten occasions, including Chinese Premier Li Qiang and Sergei Shoigu, the Secretary of Russia’s Security Council. These encounters underscore Kim’s efforts to strengthen North Korea’s diplomatic ties with other nations.

The data also highlights the presence of key officials accompanying Kim during his public appearances. Jo Yong-won, a party secretary responsible for organizational matters, was notably present during 22 events. He was followed by Pak Jong-chon, the vice chairman of the Central Military Commission, who accompanied Kim on 19 occasions, and No Kwang-chol, the Defence Minister, who attended 11 events.
