International Committee of the Red Cross to End Azerbaijan Mission

The International Committee of the Red Cross (ICRC) announced that it will close its mission in Azerbaijan on September 3, 2025. This decision follows directives from the Azerbaijani government. Despite the impending closure, the ICRC intends to maintain cooperation with Azerbaijani authorities to support individuals under international humanitarian law (IHL) as per its mandate and the country’s responsibilities under the Geneva Conventions.

Commitment to Humanitarian Principles

The ICRC has emphasized its dedication to humanitarian diplomacy and ongoing dialogue concerning IHL and related humanitarian issues. Since its establishment in Azerbaijan in 1992, the organization has played a crucial role in addressing the needs of those affected by conflict. Additionally, the ICRC has implemented mine-risk awareness and safe-behavior initiatives in areas contaminated with explosives. The organization has been instrumental in advocating respect for IHL and working to clarify the whereabouts of individuals missing in connection with conflicts.

“Our teams have visited detainees held in relation to the conflict, monitored their conditions and treatment, and helped maintain contact with their families,” stated the ICRC. The organization has collaborated closely with partners, including the Azerbaijan Red Crescent Society, various government ministries, and the International Federation of Red Cross and Red Crescent Societies.
