Assam Government Donates GST Revenue from Zubeen Garg’s Film

The Assam government has announced a significant initiative to support local artists and communities by donating the entire Goods and Services Tax (GST) revenue collected from the film Roi Roi Binale, the last cinematic work of renowned Assamese artist Zubeen Garg. This decision, made public on October 29, 2023, follows a cabinet meeting and underscores the government’s commitment to cultural and social welfare in the state.

During the cabinet meeting held at Lok Sewa Bhawan, Chief Minister Himanta Biswa Sarma stated that the funds will be directed to the Kala Guru Artiste Foundation. The foundation plans to allocate these resources to assist artists requiring medical aid, support families affected by flooding, and provide scholarships to financially disadvantaged students pursuing education.

A Tribute to Zubeen Garg’s Legacy

“This is our humble tribute to the late Zubeen Garg, whose contributions to Assam’s culture are unparalleled,” Chief Minister Sarma remarked. “Roi Roi Binale is not just a film; it’s a reflection of his enduring artistic vision and love for the people of Assam.” The Chief Minister emphasized that while the state does not impose an entertainment tax on Assamese films, the GST revenue from this particular release will be used for causes that Garg championed throughout his life.

Through this initiative, the Assam government aims to ensure that Zubeen Garg’s legacy continues to uplift the creative and cultural community he dedicated his life to serving. This decision aligns with the government’s broader objectives, which include support for cultural preservation and community resilience.

Additional Cabinet Decisions

The announcement coincided with other important cabinet decisions. The government approved the Rs 2,205.75 crore ADB-aided Climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management Project (Phase II). Additionally, amendments to the Assam Land Policy of 2019 were approved to grant hereditary land rights to the Moran and Matak communities.

In recognition of the contributions made by local arts groups, the cabinet also sanctioned financial grants of Rs 25,000 each to 2,068 Raas Committees across Assam and Rs 50,000 each to 67 committees in Majuli. These grants aim to acknowledge their role in preserving traditional art and culture.

Earlier on the same day, Chief Minister Sarma honored the Betkuchi High School football team for their victory in the 64th Subroto Cup (Junior Girls, U-17), presenting each player with a cheque of Rs 50,000 as recognition of their achievement.

The initiatives announced reflect a concerted effort by the Assam government to foster cultural development and provide essential support to its communities, reinforcing the state’s dedication to honoring the legacy of influential figures like Zubeen Garg.
