Ukraine’s Cyber Defence Strategy Sets Global Benchmark in 2023

Ukraine has emerged as a leading example in cyber defence, drawing attention from top industry experts amid ongoing cyber warfare from Russia. Since the annexation of Crimea in 2014, Ukraine has faced a barrage of cyberattacks, culminating in a significant incident in 2015 that resulted in power outages affecting over 200,000 residents during winter. This initial assault was attributed to a Russian advanced persistent threat group and marked the beginning of a sustained cyber conflict.

The situation escalated dramatically following Russia’s full-scale invasion in 2022, transforming the cyber battlefield into a critical front in the ongoing war. At the recent Global Cybersecurity Forum held in Riyadh, industry leaders highlighted how Ukraine’s proactive cyber strategy offers valuable lessons for other nations grappling with increasing cyber threats.

Robert Hannigan, the former head of the UK’s Government Communications Headquarters (GCHQ), emphasized the necessity of robust cyber defence. “The biggest pushback has got to be defence … that’s the only real way that you can answer these threats,” he stated. Hannigan noted that, since his departure from GCHQ in 2017, the cyber threat landscape has only worsened, particularly with Russia allegedly harbouring cybercriminal groups that operate beyond the reach of international law enforcement.

Hannigan pointed out that these criminal entities are being utilized as proxies by the Russian government to engage in what he termed hybrid warfare—a strategy that combines military and non-military tactics, including cyber attacks and disinformation campaigns. He remarked, “There is a sense that the Russian government uses these criminal groups as proxies to pursue what we call hybrid warfare against other countries.”

The effectiveness of Ukraine’s cyber defence efforts has been notable. According to Hannigan, the Ukrainian government has successfully mobilized a coalition of defenders that includes private sector companies, major tech firms, and allied nations. “They’ve done amazingly well on the cybersecurity front,” he said, highlighting the collaborative nature of their defence strategy.

With the rapid evolution of technology, cyberattacks on critical infrastructure have become increasingly frequent and sophisticated. Recent studies indicated that cyberattacks on systems surged by 75% in the five years leading up to 2024, averaging about 13 attacks every second. Chris Inglis, the strategic advisor at Paladin Capital and the US’s first National Cyber Director from 2021 to 2023, underscored the importance of collaboration in addressing these threats.

Inglis cautioned that even with investments in digital infrastructure, vulnerabilities will persist. “There will never be perfect, impenetrable systems,” he said, advocating for a collaborative approach to understanding and mitigating these risks. He suggested that systems should be designed to be “inherently resilient and safe” rather than just monitored for threats.

Ukraine’s experience serves as a testament to the effectiveness of cooperative defence strategies. “What the Ukrainians have shown us over the last three years is that it’s not simply possible – it’s eminently doable,” Inglis stated.
